Position Description:
The New York City Department of Parks & Recreation seeks Construction Resident Engineers to perform construction project management work for our Capital Projects division. Monitor and coordinate contractors performing construction work on capital projects. Ensure that contractors adhere to plans and specifications. Identify and resolve field condition issues. Write daily and weekly construction project reports and keep calculation book. Prepare cost projections. Correspond with contractors and clarify construction issues. Review and approve contractor’s payment requisitions. Schedule and run meetings. Maintain accurate records and write reports. Work with Architect or Engineer of record regarding change orders, interpretation of documents; shop drawing approvals and other architectural and engineering related issues. Review, research and advise Borough Directors regarding contractors’ dispute claims.

Qualifications:
1.    A four year high school diploma or its educational equivalent and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
2.    A baccalaureate degree from an accredited college with a major sequence of course work in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management, and one year of the experience described in “1” above; or
3.    A valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects  or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States and one year of the experience described in “1” above; or
4.    A four year high school diploma or its educational equivalent and a combination of experience of at least two years of the experience described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management can be substituted for experience on the basis of 30 semester credits from an accredited college for one year of satisfactory full-time experience up to a maximum of three years of experience.

License Requirements: Must possess a motor vehicle driver license valid in the State of New York with no restrictions which preclude the performance of Construction Project Management work. This license must be maintained for the duration of employment.

Preferred Qualifications:
1.    At least two years experience in construction inspection or construction management work on capital projects.
2.    Excellent communication and organizational skills.
3.    Knowledge of, AutoCAD, PhotoShop, PowerPoint and 3D Rendering.
4.    Driver license valid in New York State.

Job Title: Fresh Kills Park Associate Project Manager

Description:

Under direction, coordinate and expedite the development of capital projects for Fresh Kills Park. Monitor consultant design and/or construction management contracts for compliance with agency standards. Coordinate and expedite regulatory processes for Fresh Kills Park capital projects with New York State and City agencies. Prepare documents to obtain services of Design Consultants and Construction Managers.
Review and examine consultant contract drawings, specifications, contractor estimates, agency approvals, invoices, change orders and claims.
Maintain a management information system to provide data for the planning and control for project development. Represent the agency in relations with City and State agencies and departments, contractors, consultants, community boards and the general public. Prepare landscape architectural drawings, specifications and/or estimates of quantities for large scale projects.

Qualifications:
One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and one year of full-time satisfactory experience in project management work such as planning, administering, managing, coordinating or expediting, for engineering and/or architectural and/or landscape architectural projects; or
2. A four year high school diploma or its educational equivalent and five years of experience as described in “1” above; or
3. A four year high school diploma or its educational equivalent plus any combination of college education and/or experience described in “1” above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college education leading to a bachelor’s degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration; (b) a Masters degree from an accredited university in one of the disciplines described in “1” above; or (c) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect.
Experience which is primarily of a design nature is not acceptable towards meeting the minimum requirements.
Additional Preferred Qualifications:
1. At least two years experience with consultant design and/or construction management.
2. At least one year experience with permits associated with environmental conservation.
3. Knowledge of any/all of the following specialized disciplines: landfills, brown fields, sustainable “green” design, ecological restoration, conservation, ADA/universal design concepts.
4. Proficiency in Microsoft Word and Excel.
5. Knowledge of AutoCAD.
6. Knowledge of PhotoShop, PowerPoint and 3D rendering.
7. Excellent communication, interpersonal and organizational skills.
8. Driver license valid in New York State.
